The best and cheapest fly fishing on the UK mainland can be found in Caithness
The only downside its a long way to drive up there.
I used to live up there and my total outlay for nearly all the local lochs & rivers was around £20 per season but that was bank fishing only.
I even had one memorable day when I went home because I got bored with catching fish
2-3 lb wild brownies were moderately common.
Had some pretty good sea trout too.
Fly fishing for mackerel & bass is fun too.
Somewhere not too far from you is the Red Lion Hotel in the Wye valley, theyv have rights to a 3 or 4 mile stretch of the Wye. The salmon fishing has been steadily improving on the Wye in recent years, although still not what it was. Also Excellent coarse fishing Inc big barbel.
