well as an engineer for me it's easy and still can do down to 2mm.....over 25mm/1" I tend to use rotor broach bits in a mill or mag base for metal....wood is easy....
I have tought many people over the years to sharpen HSS drill bits.....
I recomend buying 2 cheapo set of bits from Lidil, Screwfix etc.....
use one set to sharpen/practice and the other as a referance.....
start with something around 8-10mm so u can see what ur doing.....
sharpen a new drill and compare the look, if it looks the same then use the drill in a piece of mild steel, angle or anything and see if it cuts...if not resharpen and repeat untill u get it right....it really wont take that long.....
When apprenticed we practiced on fancy named drill bits that now cost a lot of money.....shame, but thats how it was...
 
I can tell if there's a clearance from twisting in my palm gently. also I also reduce the clearance facet on middle and larger drills by grinding away behind the cutting edge. this does take a bit of skill a steady hand and a corner on the wheel. but makes clearance less intrusive on certain drills.
