Backsaw and Chisel, Router plane and skewed block of wood on base, Gouges, Rasp... The possiblities are endless!

I'd go for cutting the shape with a tenon saw, hog the waste out with a chisel, add a little round to the internal corners with a fine rasp, tidy up to the line with a skew/paring chisel and maybe smooth with a little sandpaper if the rasp had left too coarse a toolmark...

take a piece 1.8m long then cut the channel, cut up to size. wouldn't take long at all.
 
Old thread. Been making something similar for a couple of years out of Birch ply as customer give-aways:-

^^That's the original 18+12; the newer ones are 12+12+12 and double-sided, with a different angle on each side. As mentioned above, I make them up in 4' sections during the odd quite time - all you need is a saw with a decent blade.
