I've put this here as it's not really wood related, though could be applied.

Does anyone know where or if the clamptite tool http://www.clamptitetools.net Can be purchased in the UK?

It looks handy to have. Otherwise I'm going to try making something similar.
 
There's a contact tab on their web site. Have you tried asking them for their UK agent?
 
I've got a Clamptite I brought back from the US a few years ago - they're great tools, and a completely different kettle of fish to the wire locking pliers. The wire locking pliers are for tightly binding safety wire through drilled nuts/bolts, I also use mine for light to moderate binding but not for the same kind of clamping task as the Clamptite. The Clamptite tool is a beast, you can use it to replace Jubilee clips, O clips etc., I use 1mm stainless & 2mm galvanised wire for all sorts of jobs, they claim you can use wire coat-hangers - I've not needed to try that yet!

Can't help with a UK distributor I'm afraid, but I've seen them come up on Ebay from time to time.
 
The Haywire Klamper does a very similar job and a lot easier to emulate/make yourself.
