Chisel identification

I have picked up a chisel along with some Japanese tools off the bay and I have an odd looking chisel. Its clearly a chisel but not in a format that i recognize in normal japanese tools. It could be a japanese equivalent of a wilko chisel or a special purpose jobby. It has the hollow back etc but not the socket etc that you expect.
Any input would be brill!
