Bending ply

I have a project in mind where I need to create a smooth surface with a diameter of approx 14" (355mm), will 3 ply bend without breaking, if so will I have to steam bend it, or will it break?

Any particular reason not to use flexi ply?

6mm flexi ply should do that diameter.
