Look inside the case! It should be evident if the adjuster is functional.
Tension probably is easiest by how much you can twist the blade and the musical note it emits when you twang it.
At risk of repetition, Steve Maskery's DVD on bandsaw setup is really good on this (complete with vaguely tuneful noises!). If you see someone else doing it, it probably helps. Obviously, the bigger the blade, the more tension you need...
