Totally uneducated guess, but is it some sort of forestry rule? Somewhere I have (had?) a 14" single fold rule, one side of which actually formed a slide-rule, which someone said was for calculating timber volumes (Hoppus feet) from linear measurements.
 
Google search reveals that "Russian unit of length was the archine of 28 inches, divided into 16 verschoks"

Maybe it was for Russian immigrants to help them convert to inches? :)
