    I think this is meant to be used on a flat abrasive stone or wet & dry on glass like scary sharp. The back wheels are eccentric, which rocks the jig to grind the clearance angle for the cutting edge. I remember wanting one of these when still at school, I never could sharpen drills with Dads...

    Dust extraction problem on a mitre saw

    One solution I have used for this sort of thing is a length of old leather belt, a turn or 2 taped into the port to reduce the size down.

    Removing Bobbin Sleeves?

    No idea if this will help but I would get the air line out and give the free end a good blast, the air might help to break the stickion between the sleeve and the spindle.
