Where to put water bar in cill

Hi there, quick question. Where should the water bar in a door cill go in relation to the rebate and seal on the jambs? Hard up against the rebate? Or should it be stepped back a little behind the seals? Thanks.
 
Stepped back. Is there a groove in the jambs to stop water getting in, if so the bar should go somewhere behind this so any water that gets in can run down the groove and get out, not be trapped on the inside behind the bar if that makes sense.

Round here the standard rebate you cut out of the bottom of a 45mm door to allow for the bar used to be 25mm x 12mm which should give some idea of where the bar goes as the rebate should more or less close up to the bar.
