spots on oak re appearing

black spots on stripped oak is traditionally removed with oxalic acid. Can any of the chemistry types on here offer input as to why when treated with the OA, the spots vanish (as you would expect) only to re appear 3 weeks later?!

tried everything.... next stop - Hydroflouric acid AKA rust stain remover. Also, mulling over the fact that alkaline supposedly neutralises the tannins and that this can somehow be incorporated into a recovery process ie alkaline wash then oxalic acid????? Struggling to get a clue as to how to solve this problem apart from aggressive sanding!
