It might seem an obvious question but does an Upward spiral router cutter become a Downward spiral router cutter when used in a router table ? Geoff
 
No, it is still cutting away from the board.
Downward cutter means it's cutting force is into the board, upward the force is away from the board.
Spiral cutters need to be used at a high rate of meters per minute. If using them in a hand router / table mounted you need to zip the work through, try and create chips rather than dust otherwise they won't stay sharp for long.
