Looking for the missing parts on a Smiths Morticer.
Required are mortising bits and suitable collar

Mortising bits are pretty universal. A collar can easily be made up to fit by a (metal) machinist on a lathe, although you may be able to source one from another machine. What diameter is the hole?

As said they are normally standard sizes, here are some examples of bits, chisels, bushes and collets.

And Clico went out of business in 2014 so any of their bits are NOS or second hand.

I used to prefer the Japanese sets because they clear waste a lot faster than traditional-pattern square chisel sets. This is especially useful on softwoods
