Ok I cheated this is cardboard and laser cut.

But you can use scroll saw, scalpel or different technique.
Material thickness 3mm that could by : plywood, cardboard, pleksiglas, foam, rubber etc.

It's easy and cheap project. Time consuming 1-2 hours for 5 days.
I use wood acrylic filler, water dissolve. After drying I think is waterproof.

Add filler

After first sanding

Repeated 6-8 times

I make final coat using wood glue, little filler add, black dye, all dissolved in water.

Do you have a laser cutter, or did you get it done by a company? I believe they're pretty reasonably prices nowadays.
 
I have laser cutter for live (earn money).
Scroll saw is hobby.

Also i can design and make really precision parts from plywood.

Cool! I've thought about getting a cheap one. Is it a good business?nwhat kind of things do you sell the most of?
 
A huge market, believe it or not. From angsty teens to metal fans and gamers, skulls in any form sell. I sold a load of skull and crossbone Christmas decs this year.

I think the degree of repetition involved means that (almost?) no-one
would actually make it using manual techniques.

I think Steve Good made a pattern for a head, then decided to cut it to prove it could be done, though I don't recall seeing the finished item.
