Hello Knocker, I am a devon forum member join the club. With regard to plan costs I have downloaded plans from the USA a couple of times at around $7 and cant imagine purchasing plans in Europe cheaper than that figure.
These days with a forum like this I am sure you only need to request advice on plans, costs and details and you will not need to worry too much re your original comment.
