Outlook Express acting all careful

Had to re-install Window XP Pro with a newer version. One thing which is doing my head in is that Outlook Express reckon some of my attachments that arrive are "unsafe" and therefore do not allow me to open them. Had a look at "Message Rules" and don't understand all the options (assuming thats where to look. It's only documents I'm trying to open).

Noel, a bit thick on Fridays..
