Contact an Administrator?

Can anyone help as to how I contact an administrator or someone who has messaged me. It seems that I cant reply as I am a newbie.

Morning and welcome to the forum.

The rules say 'New members will not be able to post links or send PM's until they have made more than 3 posts.'

So, another couple of posts should fix it.
