I bought a new ( secondhand ) motherboard from a dealer on ebay
It arrived packed in a box with copious bubble wrap but the mobo itself was sandwiched between 2 30mm polystyrene sheets and not in a antistatic bag.
As you could imagine it was like a snowstorm when I unwrapped it

The Mobo doesnt appear to work ( no video output on boot up)

is polystrene a static hazard?
I know that it sticks like mad to charged items but could it have fried any parts ?

Chap says he will refund but its a rare mobo
 
In all honestly dude, unlikely. You said you're not getting any video O/P from the board? Without knowing anything about your knowledge or the board itself you might want to have a look at this article referring to POST beep codes for the BIOS.

If you can dig out the specs for the motherboard it will tell you what BIOS you are running.

If I remember correctly graphics problems are fairly low down the list so you might find it's a memory problem or something.

Are you running off the on-board graphics O/P? if you have just plugged in your own graphics card it might be worth trying to boot using the on-board graphics adapter as the BIOS may be set up to run off that only.

That's the only real advice I can offer thus far dude. Hope it helps a little.

the old one works but has hard disc controller problems
Put new one in everything seems to work apart from no video

It might be disabled in the BIOS or by a jumper on the board.
Can you get in to the BIOS, esc F1 F2 del etc at boot up.

I wouldn't be happy with the polystyrene or the bubble wrap unless that was antistatic too (If I recall antistatic bubble wrap is usually tinted pink). This would suggest a complete lack of understanding of static issues and hence I would have no confidence in other aspects of the boards treatment before it was shipped.
I assume you have evidence that power is getting to the board? hard disks working, LEDs flashing, power on beep ? It could be, as someone else suggested, that the on-board video is disabled, if there are no links obvious which might control this then you should be able to find a reset link which should enable you to reset any changed bios configuration back to factory settings. A manual for the board would be useful here, try Google if the dealer can't help. Otherwise you should really be in touch with the dealer, if he can't advise on getting it working then send it back.

Yea I saw that, but it might default to the onboard in BIOS.

No beeps is bad news dude - unless the BIOS buzzer is dead but then again if so what else...... Send it back is my advice.
If you're after a shuttle PC or similar for say a home theatre system or the like you might want to keep an eye on this seller on Teabay:

If you have trouble the seller is called computerdisposalsltd. Good for all sorts of stuff and they generally have shuttle PCs pop up fairly regularly.

Daft question but have you checked the CMOS battery or replaced it. I've recently had some Acer desktops in which did nothing for love nor money - until an hr or so of Googling suggested a dead CMOS battery. Quick swap and they came to life.
