I'm considering making some wooden toy blocks for my kids, and other shapes and I would like to put lettering on the blocks, but how to best do it? A router template seems like the best option for me right now. But what's a good kit to get if so?

This one is the first I found and it has good ratings, anyone used this? It looks like it's made more for sign making, I'll be working on smaller parts.

Doesn't seem to be much of an offer at the moment but IIRC they often sell these half price. If you're not in too much of a hurry sign up for their offer emails and wait.

I got one of those from Rutlands when it was on offer, works OK but you are limited to one font/size [2.5"], and it's the one in the ad you posted which probably isn't appropriate for most signs, although it may be for your intended use.
Just had a look; Rutland's are out of stock on the smaller letter set [1.5"] but they are included on the 'pro' kit which is in stock:-http://www.rutlands.co.uk/sp+woodwo...ssories-router-jigs-sign-making-sign-pro+1262
