I actually don't know, so is a real question. I would think based on source it could be metalwork based...

It's a holder of some kind - evidently for something that needs quick, easy changes, hence the wing-nut arrangement.

I thought of a leather strop .... but the metal plate in close proximity to a blade may not be a good idea, besides strops don't need changing often.


Dunno is the answer....
