Well, I gotta admit I hadn't seen that before. Must be a new product? Looks interesting; the axminster version of the clico one (based on what looks like a countersink) didn't impress me when I saw one last year.
I would love to know whether anyone has any experience with them....

The short answer is yes. The more expensive option is supposed to be more stable when positioned on top of the chisel - The Wood Whisperer has a good video on sharpening and he demos both types of sharpening cones - http://www.thewoodwhisperer.com/videos/mortiser-i-hardly-know-her/ - it's about 19 minutes in.
