How dry should wood be ( moisture level ) to be able to use epoxy resin . I have been told 8 percent or lower ?
 
8 percent is very dry indeed. I would say anything around 15% is fine under 20% certainly.
I have never really measured the moisture content with a hygrometer but done hundreds of window repairs with epoxy and used west system for knot filling and furniture making.
