HELP, anyone know how to repair my hand cranked pillar drill

Hello, i have recently purchased a hand cranked pillar drill

Worked fine when seller demonstrated it, you have to lightly tap handle to raise chuck and then crank opposite way to drill.

Transported it home with chuck lowered to baseplate and now will not lower when drilling.

could anyone offer any guidance...PLEASE.

If it's like mine, what matters is the slip/grip in the clutch as adjusted by a nut and locknut at the top. See this thread where Higon enlightened me.
