I have owned this from new and would like to say that it is new, however, as you can see from the images it is extremely clean and has little signs of use. I did use it once repairing a gate. I comes with 10,12 and 14 mm cutters (the 12 was used but the others not). The extras are the 10 and 14mm cutters and the dominoes shown in the images, Plus there is another Systainer (no image) with more Dominoes in, the dominoes picture would have originally been decanted for the other systainer.
