I've got no experience of the CEL company or their tools, so I don't know that it's a system I'd want to buy in to, and I'm not in the market for one of these myself, but it's an interesting idea; similar concepts have been discussed on here a few times by people seeking to rejuvenate old cordless tools.
The system comprises 2 parts, an AC power adaptor with receptacle for the battery adapter and an alternate handle with cable for the tool - price for the 2 comes to a shade over £100 over and above whatever tools you have from them.
I guess the power supply unit is just a beefier 18V supply, capable of supplying full power to the tool, which is in line with the DIY approaches that have been discussed before for re-animating defunct tools/powerpacks.
