Brilliant! So nice to get the whole story.

Short summary in English:

The French vineyards got infected with Phylloxera and there was a widespread need to graft imported resistant vines - lots of fiddly work. Monsieur Alies invented these pliers, mass produced them and got an award. In use, the points hold two halves of a cork which is clamped around the cut ends of the vines, butted together. With the pliers clamped on, the operator can bind wires round to hold the cork onto the graft. Result is a good graft in under a minute.
 
And there was me thinking it was for piercing sausages so that they don't burst when frying. I prefer the real explanation.
