veneered chipboard fixing

I have clad the chimney breast in 20mm veneered chipboard and now want to fit some floating shelves. I have tried the expanding hollow wall fixings which seem to break before they expand. The shelves need to take some weight and am struggling to find any resources to help with any advice.

Can anyone offer a workable solution.
