I was going to say 'For holding a leather strop' but saw Liam had already done that so I wont bother.

It's a holder of some kind - evidently for something that needs quick, easy changes, hence the wing-nut arrangement.

I thought of a leather strop .... but the metal plate in close proximity to a blade may not be a good idea, besides strops don't need changing often.
