I am running IE8 and for some reason the add-ons are disabled so I have no ActiveX which is a
real pain, the info says to open a new session to switch them on....no luck

I have looked at manage add-ons and they are all enabled


Would anyone have any suggestion

Use chrome or one of the many other alternatives?

I have seen this before but can't remember the exact fix, which doesn't help much I know.
I certainly remember making sure windows was up to date...

Have you got Automatic Updates selected, if not try that and see if you get different results.

Check your IE shortcut icons and check properties to see what the launch options are, You may find one Icon behaves differently to another.

Sounds as though IE is being started in safe mode. Try running IE from the "run" box, rather than from the icon, and see if that helps. (Click Start --> Run --> type "iexplore" - without the quotes)
