looks like one of the chinese copies of the Swiss/German jewellers vices - the earlier chinese ones were actually quite good, but some later versions from far east abs rubbish
however I'd like to know how to make that swivel lock hold - see what you can do

The picture is upside down! It's a swivel vice that can be ckamped to a table top or similar.

I did rather well for a fiver, despite my initial blindness. A bit of wire brushing and light grease and good to go. Strangely, the (loose) set screws in the jaws are imperial not metric. It'll do nicely on my jeweller's bench. It rotates and is fixed down by a cam.

I have one of these and the school has loads, comes in very handy at times

now test out that cam you describe - I've had 2 of these - fine but wouldn't hold the swivel position with moderate twist pressure - let me know if you find a solution (or maybe yrs is fine)
