Obviously he is a free-hand sharpener, and someone told him he'd be better off using a honing guide and some wet 'n dry.
I have seen several of these things before, and unfortunately in almost all the cases the crowd makes it worse. You can see in the video that several of the crowd have armed themselves and are attacking the car.
If I were in that car, even if I had done wrong and had an accident or something, there is no way I would be hanging around with an armed crowd of people trying to get to me.
If you see something happen, record evidence as best you can, take down number plate and descriptions and then inform the police. Do not try and stop the person, do not attack them or their vehicle, all you will do is make it worse. If they had just let the driver leave I expect most of that carnage would not have happened.
