There are no markings at all and the tip looks like a screwdriver blade. The holes taper slightly but are all about the same size. It's 9 inches overall

Had I been a little more observant I might have noticed that, although the holes are more or less the same, the slots are different widths.

Just one item from a boxful of stuff I got from a car-boot this morning.

Interesting that.

If it's designed for use by heavy users of saws, I wonder if the "screwdriver" end was originally slotted for use on saw handle nuts.?
 
I believe the screwdriver bit on the end was used for setting small saw teeth. This was placed in the gullet between the teeth and twisted to set the teeth of each alternate pair...bosshogg :)

I think it would have had a gap in the middle to clear the centre bolt...or maybe usable on each half of the saw screw on larger nuts.
