I think it's possibly a temporary support for something rather than a tool. 2 arms rather than 2 handles. spike to push in to the ground.

Can it actually create a spark? I thought you needed crazy amounts of heat to get a thermite reaction going in the first place.
Apparently so - we were talking to a pipefitter who has actually seen a spark between an aluminium ladder and a rusty girder. So now you have to use fibreglass steps there (until there's a time limit on something, then its do whatever you like, as normal :lol: )
 
Just speaking to a bt chap in hospital waiting room and hes suggested it could be a lever found on western power poles to isolate electric.
