Wet wood and Creocote

Morning all,

SWMBO has some softwood sleepers that she wants to use as steps in the back garden. The sleepers have been tanelised but have since been cut so there is fresh wood exposed. She is going to treat them with Creocote. However, the wood is rather wet; am I right in thinking that it should be dried before applying the creocote?

i assume that it sucks the treatment in, and so if the pores are full of water, it cannot do so.
 
Perhaps I should clarify; the wood is dry to the touch, but wet in the woodworking sense, ie it is losing moisture as it acclimatises. SWMBO has applied a test patch of creocote which the wood absorbed, so maybe it is dry enough? My concern was that the creocote would lock in the moisture.
