True sometimes but not always that straightforward. Sometimes it is just easier to get the ROS out (I'm thinking of a frame construction where the joints aren't quite flush for example - it happens ;)). And the point of that article is that if you do get the sander out you don't need to feel like you've failed 'cos it makes no difference to the majority of finishes you'll apply.
