I've followed Andy T's suggestion with an M3 bolt and a wing nut, it works fine,

None the less, I'd very much appreciate the original wingbolt welding, so please PM me with your address and I'll pop it in the post...along with a little selection of fine and highly figured timbers by way of a thank you!

Model railway club, like the steam trains the kids sit on. The one local to me,member has a big lathe and a mill, guy has an engineering background.
Get in touch with a club, quite likely they could machine up a replica part for you, at minimal cost.
 
I asked for you but no one had a spare.
Also asked Patrick Leach yesterday and he confirmed it to be a unique to that product part.
