What are the cheapest sheet materials for a workshop roof (30 ft by 20 ft)? Currently has rusted corrugated sheets. As a child I remember people using hot tar to coat over rusted sheets. What would be the modern equivalent coating?

Depends how long you want it to last, and what other constraints you have.

9mm OSB3 boarding, covered with EPDM, is probably the most cost-effective in the long term, but much cheaper materials are available which would work ok for a reasonable length of time.

If you're considering trying to life-extend what you have, You can still get bitumen coatings (both paint on "cold" emulsion products, and actual blocks of bitumen you melt and apply hot); and they still work really well, but are messy and difficult to apply.

cheap but only lasts a year offers no value at all, I'd be asking what offers best value.

is it pent of apex?
