It really depends on how often you are going to use them. Experience taught me to buy good quality ones which last rather than the cheapest. Last time I bought one I paid about £25 for a 1 inch one which is still going strong. Basically you get what you pay for :)
 
As Mark says you do get what you pay for - although the cheap ones I have seem to work quite well if drilling cross grain wood (rather than end grain). It will also depend on what you want to use them for. Even good quality ones don't cut very quickly in end grain hardwood and need frequent withdrawal from the work to clear shavings and allow to cool down. If you are thinking of using a 2" one for say, doing most of the hollowing of a small box, I wouldn't bother. I can hollow out a box that size with a spindle gouge much faster than by using a sawtooth bit for the same job. If you wanted to use a "tea-light" sized one in your pillar drill to make several accurate, cleanly cut, holes in an oak board intended to be used to hold several tea lights, the sawtooth bit would be perfect.

I bought a similar set when I was amassing my basic turning kit. They are still going strong and are fine for occaisional use, (the edges don't last too well but can be resharpened). The sizes I use the most have been systematically replaced with high quality items and whilst the difference in performance is like chalk and cheese, so is the difference in cost, (£20 each and upwards).

I only ever use saw tooth bits in either the lathe or drill press - not suitable for use in hand drills in my opinion.

If you are going to use them a lot and don't mind paying a little more then you really should be looking at 'Fisch Wave' type forstner bits, the cream of the crop (and expensive) is Colt maxicut (these have to be run at righ revs). A good German shop which do the full range up to and over 55mm is here. http://www.fine-tools.com/bohr.html They have another make which is 'Famag' never used them but they look efficient.

I have a Colt Maxicut which I use for pepper grinders and it's fantastic but expensive. Their extension lock system works really well but is also expensive.
Otherwise I rely of the cheap set from Axminster which I bought years ago and has been sharpened many times
