I have a thick lump of oak (not sure if it's American or European) it is approx 75mm x 230mm x 950 mm, I am going to cut it into 50mm strips, my question is, will I have to stack it to dry out further before I plane it to size, and if so will it dry out ok in my garage over the winter period? It looks to have been stored inside for sometime before I bought it which was about 3 months ago, also it is KD.

Hmm, tricky.
You finished pieces will be 75 x 50, is that right? If so, then they may move, but not nearly s much as if you were cutting you workpiece into thin strips.
If you do not know the MC it would be wise to keep them in the ambient environment (ie indoors if it is going to end up indoors) for as long as you can between sawing and planing.
Stick them under the bed until the daffs show up. :)

I'd leave them a bit oversize. ie cut the 230mm dimension into 4 x 56.75 (ish) pieces allowing 3 x 1mm wide cuts.

When you are ready to start work, cut to nominal required lengths, then plane each piece to final size taking out any movement that may have occurred.
