I use naval jelly for rust removal. It's cheap and does all the work. I just wipe it on. Let it sit for a few minutes and wipe it off.
 
That looks like a lot of fun. I have always been keen to try electrolysis after seeing it used with archaeological finds etc. Might give it a go on an old Cobblers repair tool
 
can you use an old silver fork or spoon and silver plate your planes ?

You sure can - but best to copperplate them first. I often did this as a kid. Using low currents and slow depoistion works best.
