Question about plaster behind skirting boards.

I’m fitting some new skirting and have found a weird plaster behind the old stuff. Here’s a picture.

Any idea what it is? I hope it isn’t asbestos based or somehing. It’s directly plastered into the plasterboard but above is just multi-finish, so I don’t really know it’s purpose.

Worried to nail into it.

It looks like the skirting may have been fitted whilst the Bonding/Browning was still wet and the texture of the back of the skirting has pressed upon the soft plaster.....maybe.
 
Skirting board was fitted before the plaster, hence the plasterboard packer. First coat carlite is pitted so the finish will grip.
