I need to make some smallish pieces of hardwood 150x38x20mm which have have very precise, accurate faces - square, parallel, flat, smooth etc.
How would you go about it?

It depends! Partly on what tools you have, but mostly on how many you need.

If it's say, 4, just plane and saw carefully. But for 400, you'd want to be looking at a jig to work with a suitable powered means of cutting. Maybe that if it's 40.

And what size material are you starting with?
 
Wosser problem exactly? Virtually all woodwork has to do this. It's the next problem after cutting to length and width. Face and edge, back and back edge (or other terminology)
I'd do it in easy lengths say 1m max and then cut to finished length.
 
Ideally looking to get 2 out of some very expensive hardwood 312mm long - so not a lot to play with (cannot "afford" any dipping or sniping).

Yes Jacob I know all about squaring up etc but I do not have the luxury of a 1m length.

For machinery I have a P/T, TS, BS and Router Table and a Shooting Board.

So what is the problem exactly? You haven't actually said.

What are you going to use to verify the "precision"? How precise?
312 is a bit short for a PT but by hand is no problem.
