I have had to order a couple of special washers for an elderly moped worth a grand total of £4.40 from a specialist dealer in Holland. Assuming the order is processed in reasonable time. How long for a low value jiffy bag to get here?

Entirely depends on the service you choose. you might find some sort of guide on parcel-2-go for a package going in the opposite direction.
Provided you arrange it with the vendor, there are collection services paid for from this end that will pick up your package and deliver it.
Rather like the post office system where postie collects from your door.

That may not be a reliable indication. Services like that quote delivery times that are wildly optimistic, and the delivery time can be different for the same trip in the opposite direction. I know from experience that parcels from here (Finland) to the UK usually take a few days (less than a week anyway) but parcels from the UK to here take 2 to 4 weeks, if they are not delayed. Also sending parcels "express" from here to the UK takes longer than regular post, so at least my parcel gets a longer trip for my extra money.

In my experience delivery times are a bit of a lottery even if you pay extra for a courier rather than the general post.
 
Too many variables for anyone to give you an answer. I suspect the Holland dealer has sent items to your location before, ask them for approx ETA.
 
I recently ordered some miniature es bulbs for a Grundig radiogram from Germany and delivery was 3 days far better than the estimated 1 to 2 weeks but this was through ebay and the vat and customs clearance now required all done via your eBay account.
