One of our neighbours put in for permission to build on a paddock between their house and the cottages where we live.

We did not have a problem with it, they were doing it to raise money to carry out work on their own property and it did not effect us.

The parish council and the planning department asked for some changes but in principle were ok with it.

I returned from work one day to see a man in a green jacket having a look at the site, our cottage and the one next door, when I asked him who he was, it turned out he was from the highways department.

He put a stop to our neighbours plans as they needed 60m of sight line form the entrance and because of the way our cottage and the one next door are situated it was not possible.

You can apply for planning permission on land before you own it.

When we were looking to extend our plot in order to support an extension we talked to the land owner, agreed a price for the plot, and drew up a contract for sale of the land pending planning approval. Our first request was turned down but discussion with the planning department provided a solution which yielded the same sized plot just differently shaped.
