Here's a few free ones. BUT I know nothing about Apple stuff so no idea what will or won't run on them.
GIMP - similar to Adobe PhotoShop http://www.gimp.org/
Irfanview plus Plug-ins http://www.irfanview.com/ (Make sure you download the Plug-ins as well as it has a "Save for Web" feature which strips all unnecessary info from the file, thereby making it smaller for the web).

Those aren't iPad Apps. The Photos App that comes with the current iOS is pretty good, otherwise Pixelmator generally does a good job. If you're on an older iPad / version of iOS, then iPhoto, Photoshop Express, SnapSpeed or any of the other usual suspects will do the usual things, depending on what you want.devonwoody":341ssmjn said:
