Permissive Pigeons

For several days now, I've noticed 3 pigeons going through what appears to be pre-mating behaviour.

It does not seem to be a pair with a third pushing in. All three seem amicable and the sessions go on for several minutes at a time.
I've not seen behavior like it before although I'm not an avid bird watcher.

Any pigeon fanciers here know if this is normal behavior?

Could it be this years late squabs (2nd brood) still begging food from mum?
