Perfect circles of ply

Hi,
I am needing accurate blank 210mm diameter circles of 12mm ply for something.
Any suggestions how to do it.?
Tried coping saw.
I could do it with a router, but need a former to run around anyway, so , how.?

Easy enough to make an adjustable trammel from MDF. Pictures should be self-explanatory
