paypal agreement change?

I have had an email from Pay pal saying there are changes to agreement with a link to see changes.

Have you had one, is it a scam?

I don't think it's a phishing email but then I have no intention of reading it, because it's boring.

No it's not a scam - you can actually look on the Paypal site and see all the small print. I had a quick look and noticed that the faster payments scheme is now mentioned, so (I assume) that transferring funds from your Paypal account to your bank will be quicker.
