I would like to make some oval picture frames up to 10 x 8 in various hardwoods. I would not need to fit glass as I would be putting scroll saw work inside the frame but I would need a decent rebate on the back. I was wondering if it was possible to make them on a router table with some form of template. Any advice would be greatly appreciated.

Use a template to cut the hole and outer edge with a bearing guided template bit, then cut teh rebate with a rebate bit and then whatever profile you want on teh frame with various bearing guided bits.

At 10x8 you could use the computer to draw the template outline and then cut out of something fairly thin like 6mm MDF as its easier to sand to final shape. Pin or screw template to back of frame blank when routing.
 
Make your template and then use a router with a few template guide bushes to get the rebate, inside and outside done.
