At first glance I thought easy, but on inspection not.
I’ve not seen the marking before either, ‘Licenced Under Letters’
The number is partly worn, possible 366133.

My wag. Looks similar to the tubes pushed into a sack to get a sample. Am I right? Do I get a prize?

Ah, Pete, that’s a damn good call, and I can visualise it, although it would only reach 2-3”.
It was in the draw of a carpentry tool chest, badly tarnished, and I ignored it for ages over the more interesting items, but initially I thought some sort of depth gauge, but clearly it’s for a specific task.

As it's brass I doubt that it's anything to do with food or drink as the metal would taint.

probably true in 2022, but historically all sorts of brass and bronze used - eg, until the 90s, all sorts of taps etc in the pub, and a little earlier, the dairy
at home brass fittings for your drinking water still today

Anyway - rug making it is, so 'no worries'
